2 Duluth men face drug charges in U.S. court

DULUTH, MN — Authorities say two men have been charged in a 15-count indictment regarding an alleged heroin distribution conspiracy.

On Friday, Eric Black, 36, and Otis Weaver, 39, were charged in U.S. District Court on charges including conspiracy to distribute heroin, distribution of heroin, and possession with intent to distribute heroin.

According to the indictment, between March 20, 2019 and May 30, 2019, Black and Weaver conspired with each other and others to distribute more than a kilogram, or more than two pounds, of heroin.

Authorities alleged the two men distributed heroin on several occasions between those dates.

In addition, Black was charged with a felon in possession of a firearm, which authorities say was a Glock model 27 .40 caliber semi-automatic pistol, as well as possession of a firearm in furtherance of a drug trafficking crime.

Authorities say Black is prohibited from possessing any type of gun or ammunition at any time due to previous felony convictions in Indiana and Illinois.

The investigation was done by the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives, the U.S. Drug Enforcement Administration, the Minnesota BCA and the Duluth Police Department as part of the Project Safe Neighborhoods.
