SUPERIOR, WI — An absolute disaster. That quote from Superior Mayor Jim Paine Tuesday, describing what’s going on with his city council.

On Tuesday, for a third time the council was unable to successfully elect a city council president.

The vote is between councilors Ruth Ludwig and Brent Fennessey.

Mayor Paine says the vote is split and councilors are refusing to change their minds.

The mayor can step in with the final vote, which, Paine says, would go towards Ludwig, but he says Fennessey supporters know that, so they have taken turns abstaining, and refusing to vote.

The council decided to table the discussion at Tuesday’s meeting.

Paine says the council could go a while with no president.

Also at Tuesday’s city council meeting, the approval to move forward into negotiations with new management for Superior’s golf course.

Nemadji Public Golf Course has been managing it since 2005. Now, the city of Superior is turning to Kemper Sports to maintain it for years to come.

The city created a Golf Course Task Force to find the best option, and officials say Kemper Sports checked all of the boxes.

“I think their main goal is to keep the course in good condition, don’t let it get into a large deficit status, keep the subsidy as low as possible, have it managed very well, and we’re certainly hoping for the best after we get a few more years under our belt,” Superior Finance Director Jean Vito said.

The city will look to sign a five-year contract with Kemper Sports starting in 2020.
